Surf life guards to Tuross Head summer 2010/11
In the DEVELOPMENT AND NATURAL RESOURCES COMMITTEE MEETING
HELD ON TUESDAY 11 AUGUST 2009
a CONTRACT REPORT – PROFESSIONAL LIFEGUARD SERVICES 2008/09
was presented.
In that report it stated:
- that Tuross Head main beach had the second highest
visitation rate in the shire with 37,156 beach attendances
Surf Beach 43,943
Malua Bay 20,737
Broulee 25,148
Moruya/ 2,984
Tuross Heads 37,156
Dalmeny 14,672
Narooma 10,398
In that same report it stated:
"Social Impact:
Beach safety in the Eurobodalla is enhanced by the professional
provision of the services of
Australian Lifeguard and the Volunteers of Surf Life Saving. This
is also critical to the
tourism industry and the safety of our communities within the
Eurobodalla."
In the report it also stated that in that summer patrol
period of 2008/2009- in Tuross, there were:
6 Lives Saved
Preventative Actions 2,759
First Aid 28
Law Enforcements 10
Public Relations 1,975
As yet (13th Sept, 2010) Australian Lifeguard Service
has not completed and provided its 2009/2010 report to Council.
Wth an even better summer period with increased beach
attendance days availablein the 2009/2010 period it can only be
imagined that the report numbers would be higher than those above.
Can the Mayor please advise the Tuross Head community
as to the current status of discussions regarding any provision
of patrolled service to its Tuross Head main beach this summer
or be able to otherwise advise the community to seek its own donors
to meet the costs of this Patrol Service as is now the example
with the Catalina Country Club and Stocklands coming forward to
meet the financial costs of patrolled services to the northern
Batemans Bay area beaches.
Immediate advice on this situation is required so that
appropriate actions can be taken if need be.

Youth Forum meeting 25th August followup
Good morning,
Thank you for attending the Tuross youth discussion forum last
week.
Everyone left feeling positive that the fist steps have now been
taken by the Tuross Community in regards to the Recreational Strategy
recommendations.
Leisa Brennan has kindly provided us with copies of some of the
documents passed around at the discussion.

As discussed at the forum the skate boarding facilities that we
are looking for in Tuross might be better explained to anyone
interested as componments.
One of the links above has some excellent components
The same applies for the BMX facilities that are being sought
If there is a circuit then we should call it a circuit and if
there are to be other BMX components around the village then we
should refer to these as individual components.
Hopefully this will stop folks getting confused.
Leisa mentioned the Rage Cage – Rage cage is a product name
and we might not necessarily do anything with that company so
it might be best to refer to the Rage Cage idea as a multipurpose
sports court.

The next step is for the youth to look at what they want and where
they want it.
From there we will be able to progress to having a Draft plan
that can be put out for public comment and once the community
have been consulted and have indicated their approval of the draft
it can then be handed on to Council for consideration.
If Phil Emery and Greg Ferguson were to get together with the
BMX crew as a think tank and Lesley English (possibly with Mark
English and Michael Lenane) was to oversee a think tank made up
of the skaters there would be the opportunity to have something
to bring to the table to discuss at our next meeting in a month
or so based on what has been developed by the working groups..
In the meantime the THPA will continue to pursue the current proposal
of a half court basket ball court and see how it might best fit
the larger picture.

As we come to the end
of the current stage of works that has seen three new stages of
the cycleway be placed the Executive of the THPA
would like to organise a quick meeting at your earliest convienience
with the following agenda items:
1. a wrap up of the
current project as it stands bringing to the table some concerns
that the volunteer crew have raised in terms of
- timeliness and availablity of required Council staff on the
day to provide supervision or traffic control
- comments made in regards to the broom finish of the work
The volunteer crew
are excited, proud and committed to the task ahead however the
above shortfalls have led to a little disappointment and a decline
in enthusiasm and we feel that this should be nipped in the bud
asap.
2. Discussion of the
timeline ahead for the project so that the assembled volunteer
crew can be encouraged with some degree of momentum and that as
much work can be achieved prior to the heat of summer and the
arrival of our annual influx of visitors that will see traffic
control play a far greater role.
3. Discussion of the
payment process to ensure everyone is happy with the current arrangements.

It was a good opportunity
to wrap up the project at its present stage and to discuss any
concerns that the volunteer crew have raised.
It was accepted that
there had been difficulties in the past with the timing of volunteers
and Council Traffic control and supervision however it was made
clear at this morning's meeting that three direct lines of communication
exist between our volunteer co-ordinator, Michael Johnson and
project staff and hopefully this will avail a smoother running
of future stages if we work within the two days notice that you
require.
It was agreed that
if there are any difficulties that arise between the volunteers
and Council then the THPA Executive will be the ones who will
contact Council clearly defining the problem and attempting to
quickly determine a solution.
The negative press
article in the Bay Post was discussed and in future all comment
in regards to the cycleway will be via the THPA Executive and
their publicity officer to ensure that there is no repeat of this
recent and regretted article.
It was good to hear
that Council now wishes to press ahead with installing the lengths
of retaining wall (possibly gabian - the nature of which is acceptable
to THPA) so that the section from the end of the most recent work
and Jellicoe Road can be filled and compacted as soon as possible.
This is of major importance
to our volunteers as the stop-start nature of this section of
the shared cycleway has seen a diminished enthusiasm by our volunteers
due to any degree of momentum being maintained.
To this end the volunteer
co-ordinator and the two volunteers attending today's meeting
have indicated that they would like to commence work on the section
from Lavender Bay back towards the east as soon as possible to
maintain our work crews enthusiasm and momentum. This work could
be achieved whilst Council undertakes the necessary retention
and infilling from east to west hopefully providing the continuity
of project we are hoping for.
There was an expression
of interest made by the volunteer co-ordinator that our vounteers
would also like to be involved in the construction of the timber
section of the walkway utilising their array of skills. These
same volunteers contributed to the construction of the cycleway
bridge at Coila. Your consideration in utilising our skilled volunteers
in this section of the project will be appreciated.
Discussions were had
regarding the payment process and to-date no invoice has been
presented however it was appreciated that you would offer to discuss
directly with our treasurer, Joan Buchan, any forwarded account
at an itemised level if required.
In general it is understood
and appreciated that Council's resources are stretched thin and
that Council can only commit crews to the project when able in
areas such as design, construction, preparation and finishing.
It was a good opportunity today to revisit this and to come away
with a sense of future timelines knowing that the Progress Association
has indicated it's desire for Council to apply some degree of
a wiggle on in regards to the project.
Can you please advise
our volunteer co-ordinator if you are in agreeance for our volunteer
crews to commence the next section from Lavender Bay back to the
east whilst you undertake the necessary preparation and fill required
to proceed from east to west.
